Senior Officer Research & Development
Job Purpose
To ensure timely and impactful socio-economic information delivery and to lead research and innovation efforts aimed at enhancing communication services in Uganda, while also streamlining Commission processes for improved efficiency throughout the organisation.
Primary Tasks and Responsibilities
1. Conduct in-house demographic, social, economic, market research, intelligence and other statistical research projects, applying appropriate qualitative and quantitative research methods to provide timely, accurate information to Commission operations.
2. Proactively participate and contribute in technical terms to all Commission initiatives aimed at promoting research into the development and use of new communications techniques and technologies, including those that promote access and use of ICTs to the marginalised members of our society.
3. Coordinate the design, planning, execution, monitoring and evaluation of research and development programmes and projects at national and international levels to inform policy, development intervention and regulation.
4. Provide day-to-day technical support to the supervisor on ongoing research projects and ensure strict adherence to set research protocols that are not limited to the work plans set timelines, as well as quality assuring the processes in line with the Commission quality assurance frameworks.
5. Coordinate and manage ex-ante and post-ante impact assessments of all Commission policies and regulations, as well as R&D and innovation programmes, projects, and initiatives to inform policy and regulation in the communications sector in line with approved frameworks.
6. Coordinate responses to research inquiries, providing technical support to supervisors and stakeholders and contribute to technical input in internal and external committees for UCC and key stakeholders such as the Ministry of ICT & NG, Parliament, civil society, academia, and industry.
7. Coordinate and manage the execution of externally outsourced research and innovation projects, ensuring alignment with organisational goals.
8. Manage and review the performance of direct reports to ensure alignment with organisational goals, assigning tasks effectively, and setting goals for development planning.
9. Maintain flexibility to accommodate any other duties assigned by the line supervisor from time to time

1. Timeliness and accuracy of research projects.
2. Percentage of in-house research projects conducted.
3. Adherence to set timelines for ongoing research projects.
4. Quality of generated reports, focusing on forward-looking strategies and implementation roadmaps.
5. Timely completion of externally outsourced projects, meeting predefined criteria.
6. Timeliness and relevance of market research reports.
Education and Professional Qualifications
· Master’s degree in economics, business, social sciences, statistics, or related field.
· Bachelor’s degree in economics, social sciences, statistics, data science or related field.
· Membership in a relevant professional body.
Working Experience
Minimum of four (4) years’ experience in a research function in a similar corporate setting.
