Job Description
Atomic Energy Council Seeks to Recruit highly motivated, result oriented and suitably qualified professional Planning Officer with high level of integrity.
Job Purpose:
To coordinate and implement corporate, strategic and operational planning processes for the Atomic Energy Council ensuring that all activities, programs and resources are aligned with national priorities and AEC Institutional mandate for effective regulation of applications of Atomic Energy.
Qualifications
a) At least a Second Class Upper Bachelor’s degree in ether Economics or Statistics or Planning or Business Administration or Project Management or Commerce or Accounting and Finance from a recognized and reputable university.
b A Masters degree or Past Graduate qualification in Strategic Planning or Monitoring and Evaluation or Public Administration is an added advantage.
c) Experience or qualification in Nuclear science and technology is an added advantage.
Working Experience
At least two (2) years working experience as a Planning Officer in a reputable organization.

Duties and Responsibilities
i Participate in the preparation of annual and multi-year budgets in line with approved plans
Participate in the development of the strategic plans and annual work plars.
i Participate in the coord nation of planning activities across departments to ensure coherence and syrergy regu atory programs.
iv) Assist in managing Financial Risks.
v) Assistir conducting Md-lerm assessments of the Strategic Plan and Anual work plans.
vi) Participate in the development of Planning and performance management manuals.
vii) Participate in the collection, analysis and interpretation of slal stical data on nuc car and radiation regulatory activitios.
viii) Participate in the preparation of policy briefs, issue papers and technical reports.
ix) Align institutional planning with national deve opmert plans jeg NDP IV) Enargy Policy and Mandate of the Atomic Energy Act Cap. 154.
xj Facilitate participatory planning invc ving management, departments and external stakeholders. ail Participate in the development and monitoring of key performance indicators (KPIs) for assessing progress towards irst tutior al goals.
xiij Conduct cost-benefit and efficiency analysis to inform decision making and prioritization.
xi Participate in the generation of data fur reporting to MDAs, National and International partners and other oversight Agencies.
xiv) Participate in the dosign and operationalization of a Monitoring and Evaluation ‘ramework to track implementation of the Strategic Plan, work plans and regulatory programs.
xv) Candust impact evaluations of regulatory interventions and recommend improvement act ons. xvi) Analyze performar ce trends and prov do management with evidence based recommendations. xviij Participate in the engagement with MDAS. Deve oprent Partners and he IAEA to align institutional pars with national and intemational frameworks
xvii Propare consolidated quarterly and annual performance reports and input to the National Budge: Framework Paper (BFP), Ministerial Policy Statements (MFS) and National Developmen: Plans.
xix) Participars in internal audits, poor reviews and management reviews to improve planning effectiveness.
Participate in train ng programs and workshops on rogulatory performance, strategic planning ard management systems.
xx) Participate in the identification of training and capac ly development needs for planning, N&E and data analysis within AEC.
xiCarry out Research and situational analyses to support policy and plarming decisions.

Perform any other duties as may be assigned from time to time.
Age:
21-30 years
Working Conditions
-Primarily office-based with occasional field vis ts for monitoring and verification of regulatory program implementation and stakeholder consultations.
-May require participation in national and international workshops or IAEA missions.
