Job Description

Energy Economist is to provide technical support services in the development and facilitation of implementation of energy sector work programs in the region with the aim of supporting regional energy policy development, harmonization and domestication in Member States in line with Division mandate and COMESA Treaty.

MAIN DUTIES AND ACCOUNTABILITIES
Under the direct supervision of the Director of Infrastructure and Logistics, and the overall supervision of the Assistant Secretary General (Programmes), the incumbent of the post will perform the following duties:

>Submits energy sector work programmes and budget inputs in order to gain management’s approval to allocate the resources required to execute energy work programmes in line with division mandate;
>Develop model energy policies, regulations and standards to ensure harmonization and domestication of policies at Member State level;
>Provide technical support to Member States in customization/harmonization of internal policies to ensure adopted policies are in line with the best regional practices;
>Delivers capacity building activities to ensure member states’ personnel acquires the required skills to implement programmes at Member State level;
>Proposes programmes/support financial mobilization to support implementation of programmes lacking finances and beneficial to member states;
>Maintain database of ongoing projects/programmes at member state level in order to share information with potential investors and other Member States;
>Provides Technical support to other COMESA institutions in implementing the energy program in the COMESA region;
>Publishes reports/briefs on energy for internal use and for Member States in order to share updates with stakeholders; and Performs any other duties as assigned by Executive Management from time to time.

MINIMUM ACADEMIC QUALIFICATIONS
>Bachelor’s degree in engineering, Economics, Energy , Renewable energy and other related fields;
>A Postgraduate qualification in any of the above fields would be an added advantage.

PROFESSIONAL EXPERIENCE
A minimum of eight (8) years’ experience in the energy sector with exposure to working/collaborating with government agencies and other development organizations.

PROFESSIONAL CERTIFICATIONS/QUALIFICATIONS
Short courses in the energy fields due to the continuous changes / developments in the field is desirable.

SPECIALIZED KNOWLEDGE
Specialized knowledge in any of the following areas;
i. Energy Technologies;
ii. Energy Policy and Regulatory issue;
iii. Energy Project Financing issues; and
iv. Regional Energy Markets.
